Heavy rain starts in Louisiana on Friday August, 12, 2016, and continues for days, causing major flooding in cities throughout southeastern Louisiana. Up to 30 inches of rain cause the death of at least 11 people, damage to more than 40,000 homes, and necessitate the rescue of 30,000 people. More than 8,000 people remain in emergency shelters five days after the start of the rains.
