Amendments to the Social Security Act provided unemployment insurance for Federal civilian employees (1954) and for ex-servicemen (1958). Benefits under these programs are paid by state employment security agencies as agents of the federal government under agreements with the Secretary of Labor. For federal civilian employees and ex-servicemembers, eligibility for benefits and the amount of benefits paid are determined according to the terms and conditions of the applicable state unemployment insurance law.
